The local chapters of the LWV put out "They Represent You" booklets that list all the elected and major appointed representatives for that city or county, and instructions about how to register to vote as well as details on how to ensure our votes are counted. That sounds similar to what you are trying to start.
I know that much of Brazil is urbanized and that the Internet has a pretty strong presence. According to Internet World Stats, 14.1% of the population has access to the Net. Orkut.com
is a popular service in Brazil, so that might be a place to do outreach.
Political ideology aside, the model of Democracy for America and other populist organizations could be followed anywhere in the world where elections determine leaders. Do you have anything like that in Brazil?
Looks like Wikia doesn't have a mailing list for the Portugese language campanhas yet. I think all you have to do is ask.

Creio que, hoje em dia, o maior problema político que encontramos é a "ignorância política", o povo brasileiro, em geral, não sabe em quem está votando, não conhece os candidatos, e entende menos ainda sobre a política. Precisamos achar uma maneira de conscientizá-los sobre a importância do voto e do conhecimento das metas de cada candidato, principalmente os que irão se eleger. Afinal, somos nós os fiscais destes governos. Falta interesse e participação!
