Use [[Template:Tabs]] and [[Template:Tabs/close]] to structure the page, and we'll see where it goes.

the page was originally divided into pro creators rights and pro
consumers rights.
this I think caused the edit wars because some groups identify as
groups which want to develop policies which support authors and
consumers but perhaps not by providing control to the multinational
publishing interests.
the multinational media publishers are promoting DMCA and similar
systems which position themselves as the primary beneficiaries at the
expense of both creators and consumers.

digital rights is very much an international issue, particularly now
with wipo pushing through broadcast treaty drafts without consent from
many nations, the current page sits in the domestic list.

digital ACCESS rights are very important for people who want a
read/write culture.
the current page is scoped to only consider DRM or basically to frame
thw whole debate around a read only culture.
