in Mongrel, CampingHandler defaults the DirHandler to "/". i was assigning X-Sendfile an absolute path. as a result an extra c:/ was getting tacked on to the path inside Mongrel's DirHandler. that made the path path look like c:/c:/path/file.png. Hence the 404.
