Unfortunately the legislation I mentioned earlier can be interpreted as 
making it illegal to do exactly that.
i.e for a "mooring with hookup" they can charge what they like, but the 
charge for the electricity cannot be seperately identified (as a distinct 
charge for mooring there without electricity would implicitly do) without 
the electricity charge being capped by the legislation to a level which does 
not cover the cost of providing the infrastructure.
