I can see the point of that, though it's always possible that they would 
flip off the pawl when they lifted the paddle!

Some designs have the pawl weighted so it automatically engages the rack 
and has to be held to lower the paddle. I am not very keen on these as 
it means you have to keep your fingers close to the rack and your teeth 
rather too close to the windlass as you wind the paddle down!
