I understand that something like that is under consideration, for delivering
a petition.

I'm not so keen on that idea. OK the fine on Defra comes from the EU, but
it's not Brussels' fault that the waterways are having to oay part of the
cost. That's sheer mishandling by UK Government - specifically Gordon
Brown.
