I half heard it, and confirm that this was the reason given.

What is interesting is that it was on the back of a report about the
impact of DEFRA cuts on the Vetinary Service.

It would be useful to get a list of all the areas affected by big cuts.

Ironically DEFRA was set up to bring to an end MAFF as it was seen as
little more than a lobbying and hand-out organisation for farmers.
Giving DEFRA environmental responsibilities was meant to dilute this
producer interest, and help recast support for agriculture within a
more environmentally framework.

While that seems wholly admirable to me,  it seems that agriculture is
dragging down the environemntal and other responsibilities. I doubt
that MAFF on its own would have been able to absorb the costs of the
Rural Payments Agency fiasco, and they would have been shared more
fairly across government or met from the contingency fund.
