You don't need a gold licence (or any other licence for that matter) for the 
tidal Thames. The gold licence allows the use of BW waterways plus EA waterways 
(which in the case of the Thames, means the non-tidal river above Teddington). 
So if you have a BW only licence you'll be fine.

Do check your insurance, though.

As already mentioned by somebody else, until April they are not actually 
enforcing this for craft from 40ft to 20 metres long (sorry to mix units but 
that appears to be how the lengths have been decided!) In addition there is an 
understanding that in organised convoys such as this, the requirement is waived 
if you are in close convoy and in communication (eg by mobile phone) with a 
boat that does have VHF.
