You are correct but they would hardly ask to come in.

The thread was about TV people coming in to check for a tv, they need a 
warrant if they can get one? (not to sure if they can get them for a private 
dwelling). If the Police believe you have stolen property they can ask to 
come in, but you can say no, if they come back with the warrant then you 
have no option.

The people with the most power is the customs and excise, who have more 
power than the police.
