and I'm surprised none of you seem to have commented on it.  I was going to

There's lots of speeches about individual canals and canal restoration 
schemes, as well as interesting points about contingency funds, which will 
apparently NOT be used to repair breeches.  Incidentally the Waterways 
Minister wasn't there - some lame excuse about biodiversity and having to 
meet Prince Charles.  I wonder if the Patron of the Cotswold Canals realised 
he was being used as an excuse?
