Not bad value is the 'Dell Outlet', not bad delivery and they usually have some 
kind of offer on most of the time.

I agree with the statement that extra memory (RAM) is far more important
than extra MHz. Much better to go for a lower spec. processor (P4
3ishGHz) and put 2Gb RAM in it. Should be well OTT for most of your
requirements.

Another distinction to look for is SATA (Serial ATA) hard disk rather
than standard ATA as they appear to work a lot better AFAIAC.

PC World (on-line) had some refurbished base units (re-use your old
monitor etc) at a good price last week. Else try Novatech or Dabs or
Ebuyer.
