IMHO the first is a different of quantity and we are talking about
quality.

The second is simply irrelevant.  Who cares why a vehicle is moving in
this context?

OTOH if someone runs into my barge with his boat (when I am not
aboard) and does significant damage, and then cruises away without
leaving me a message, I want to be sure that a towpath walked will be
able unquestionably to identify his boat.  So, I want a clear
registration number etc. on all boats.
