I think  there is a shortage of ground staff and we/they can't afford to lose 
anymore. Your office job may have been important and I have no doubt some of 
BW's are, but I also believe some jobs are of status value only.
I do know that when I worked for the Health Service my job was completely 
unnecessary and a  waste of money.
