I think the answer is to agree, and implement, a sensible standard.

IMHO, the minimum acceptable is one cut (to 5 cm or so) per year. This
prevent shrubs, trees, etc. from getting established.  

However, this can make the edge somewhat invisible by mid-summer, so
perhaps a second one around then is appropriate.

Anything more than that might be thought of as, what, luxury?

Actually, I'd be happy achieving one/year everywhere.
