They are the PM's departmental civil servants who say that it is to 
involve the public more closely with the PM. TB's quite well aware of 
it. It is the same petition site wherein resides Will Chapman's 
petition for the reinstatement of the BW/EA cuts. You have, of course, 
signed that one haven't you Bob??
