Yes. I agree that the 'discussion' document released by IWA seems to be lacking in detail. I believe that changes of this magnitude should be the subject of a wide debate amongst members sevral months before the matter is placed on the agenda of an AGM. The importance of the subject probably deserves a special EGM where the agenda is dedicated to the single subject of re-structuring.
