True.

But, as the Treasury reminded me just the other day (how's that for
name dropping?) with respect to the timing of the UK law to implement
the loss of the red diesel derogation, each member state has only so
long to bring its law into compliance with new EU law.  

"So long" is a bit flexible, but if it morphs into "too long" the
member state is likely to get fined.  

Sound familiar?
