The BSS was already in place when I started boating. Although I have concerns about the evident inconsistencies in the way it's implemented, it seems a sound general proposition. What I am intrigued about is why it might have been conceived as a 'money spinner'. Who amongst those who put it in place stood to gain from the process? Baz
