: Maritime and Coastguard Agency.  Flouting it would lead to similar
: penalties to those for smoking on dry land.

Its even better. They want it to apply to any vessel in UK waters even if 
they are foreign boats not visiting the UK. So the Coastguard will sail 
out and board Russian ships sailing through the English Channel on the 
British side to see if the crew are smoking
