This sounds good to me but then I am white, English, old, middle class, 
drive a small car (and not a Chelsea tractor) a few thousand miles a year and 
drive the boat a few thousand more. I also reside in a non-urban area of  a 
Shire county where the current MP has a big majority. All of which means that 
those who plot election victories for their parties are not interested in doing 
the sorts of thing that might win my vote. Much better to woo the underclass 
for they shall allow the politicians to acquire power and loads a money - paid 
for by...

Don't forget the underclass who it won't effect at all. No tax, no insurance & 
no charges. Also foreigners living here. We have a house occupied by Poles 
opposite, they don't bother about parking permits and I assume no other English 
road payments. Please put all charges onto fuel.
One result of congestion charges I can forsee is towns becoming ghost towns or 
slums. Why buy a house in a congestion area. Buy in the country and use the 
improved? bus/train to work.
