I believe the close fishing season is optional.
I thought it was put: as up to the clubs etc if they wanted a close season, and a cetain river I know ie the River Lee does have parts that are closed at the moment but some that are open along its length. It is something to do with pounds with flowing water, or pounds that are bypassed.
