I understand that there is evidence of people removing swans, what their status is I wouldn't like to say. There was a gent up in Scotland who picked up a dead swan, informed the police, RSPCA and took it home to eat. Later his house was raided by the police and they confiscated Swan remains from his freezer as evidence and I'm not sure if they charged him or were just considering it.
