My standard advice for when you find a landing you want to use
occupied by a moorer is to tie up outside the moored boat and walk
across it.

I no longer get annoyed with people who moor at landings (even those
with green boats with bridges painted on them), as many landings are
too shallow for my barge to get to the bank, but there is usually
enough depth for getting alongside the moored boat.  I just consider
it to be a pontoon.
