I may have missed this point being made earlier in this thread so 
apologies for any repetition but I just read in the June 2007 WW (full 
story page 51) that BW are  going to close 1000 online moorings in the 
next 5 years with the official justification being the creation of more 
marina spaces.

A letter quoted in WW reads as follows: "Your mooring permits will 
expire on 30th April 2008 and will no longer be renewable. We would 
encourage you to use the moorings search facility at waterscape.com. 
Most BW sites are currently full but we will aim to give you priority if 
any vacancies arise."

BW surely wouldn't be manipulating the market to increase demand for new 
moorings during the TRIAL would they, or it it just a coincidence? Oh, 
and how do they prioritise anyone in a sealed bid process?
