Ah, but the boat is owned by you, the benefit paid would be for your mooring, and you may not have any services as such, I presume these would be bundled with your licence/mooring licence and any council tax bill, where collected. My point is exactly that; at what point will a mooring become too expensive to be affordable by those currently contributing to BW via benefits, and when they can no longer pay where will they go? After all we are told that housing benefits are paid to BW so that councils do not have more homeless people to reHOUSE. That's assuming BW actually pursue and 'evict' the non-paying boatowner.
