I'm not so sure. There seems to be an increase in the number of enthusiastic boaters grumbling that if this goes on, they'll have to give up boating. Apart from one or two who have gone to France or Ireland (for quite other reasons?) I can think of very few enthisiastic boaters who have said they've actually given up for that reason.
