Now there is an idea - bring back toll clerks and boat gauging and get rid of 
licenses. Should make BW millions - they could get volunteers to do the work 
and pay them nowt, charge more for the busy canals and less (but not much less) 
for the quiet ones. Then they could really milk the boaters...

BW have never measured the length of my boat, they just seam to believe
