Speaking from experience, even though the levels at Tewksbury were as high as ever the Avon at Pershore managed to drop to *below* normal levels just above the lock. During the height of the flood I can bet that you could get from Stratford to the sea without using a single lock, or dropping more than a couple of inches over any weirs!
