Basically it appears (from speaking to BW) that the Guardian hasn't got all the
figures.
BW's grant is split (by Defra) into two components: Resource (34.1) and Capital
(22.524m). These between them total 56.624m, the figure announced in BW's press
release yesterday and reported on the SOW site. The Guardian has only taken the
'Resource' figure.
