But now under health and safety rules you need to fill in a safety assessment 
form and have it approved (having paid the appropriate fee?) before you can dig 
the hole and, of course get planning permission for said hole and....

You'll just have to go back to the old days, it wasn't that long ago our Scout 
troop hired a boat (from Black Prince on the Oxford about 20 years ago as I 
remember) and it came with a spade in case we needed to empty the elsan and we 
weren't moored near a sani station..... .
