Unless you have to access the internet via a proxy (often as part of a firewall provided by the phone company) then you already have an external IP address. There are various website that will tell you that number if you visit them (here is a particularly silly one): http://www.ipchicken.com/ This, as you say will change everytime you connection (or even more often). Something like DynDNS should be able to give you a name to that changing number as long as you have a computer connected running their software. Generally a push webcam system like you already have is the best as otherwise all your bandwidth will dissapear, but if you want it for your own uses, why not.
