Yes, unless you had a full length boat which could do 17 knots.

In all honesty, I don't see that making it into regulations. The proposed 
option of  <7 metres AND speed <7knots would have the same effect as far as 
narrow boats were concerned. However, IMO, the Act would be almost 
impossible to enforce on inland waterways anyway.
