Apart from passenger carrying vessels, hotel, restaurant, trip boats, 
which I guess have there own regulations I cant think of any boats that 
are trading as they move on inland waterways. In France I have seen 
boats bunker as they move, but whenever I have taken diesel in the UK 
we have both been stationary. Same for buying rope, mooring pins, 
fenders and cheese.
