Looking down a full list of courses one presumes that the narrowboat one and 
other very basic ones are special needs courses. (An excellent thing in this 
case to give a certificate.) But others are definately not and yet seem very 
basic or even just a bit of what might be needed.

There is a government/council course for everything now. Even doing the 
simplest evertday task may earn you a certificate. The course below and 
hundreds of other courses are available for youth to make them feel... Some 
don't even realise they are being assessed until a certificate drops through 
their door.

Others are for going on a bus, going on a train, drying the washing up, taking 
off/putting on cloths and there are hundred more. These courses are aimed at 
all youth no matter what they have up there etc. so some find that they are 
given certs for doing something they do every day. One passers brother failed 
the going on a bus course for reasons unknown. 

Having realised these certs are handed out willy nilly why haven't I been given 
one for boating!
