03 numbers are 'UK-wide' numbers.  They work very much like the
non-geographic numbers that they are designed to replace; you can't
tell from looking at the number what area of the country you are
ringing.  The main difference is that they cost the same to ring as do
01 and 02 numbers and are included as free calls in 'bundles'.
