This seems to be BW's 2020 vision campaign (see http://www.britishwaterways.co.uk/twentytwenty) being reported as Labour policy. IMHO it is an interesting idea that could have long term benefits if done correctly. We could even see Robert Aickman's National Waterways Conservancy now there's a thought.
