I think he means Automatic Number Plate Recognition, they have a lot of 
it around here, the best place they think is near a school at school run 
time, no need to have loads of officers, just one in the van and one 
with a set of clamps, when you park, they camp you, if you failed any of 
the three checks. Oh and it will do you for speeding at the same time, 
if your being a bit quick, auto ticket issued, which you get later 
through the post.
Watch out for White transit vans with the Back door open, or a taller 
van with a stable door arrangement with the top halfs open. Also used to 
monitor vehicles going to protest rallies, Big Brother is well here :-(
I think they are great if used to catch dodgers, I'm just amazed that 
some people get caught more than once.
