[canals-list] User Charges!!!!

Now I know I don't contribute with too many posts but I do ( did) avidly read 
most of what goes onto the canals list! Got to say people that the last three 
days has been increasingly awful - what happened to the canals? I have to keep 
checking that its canals in the title and not roads!
So how about some one looking at the NABO survey results on the general 
conditions (http://www.nabo.org.uk/current/survey.htm) and the Narrowboat World 
article that followed it up?
