published a report on the move to the third sector.

They are now talking in terms of a charity "on the boundary between  
third and public sectors" like museums and universities but referring  
to it a a "National Trust" for the waterways.

Does that mean that they'd go for a Royal Charter like the Unis, or a  
special Act like the NT?

Haven't downloaded and read the full thing yet, but I thought folks  
would like to know about it.
