No, EA lock keepers have to have licences on all their dinghies, etc.

However, if I take a kayak or small boat onto a canal for a day
expressly for the purpose of "Waterway Maintenance", whether it be to
get to a barge that we've anchored in the middle, or to attach a
tirfor cable to a fallen tree, to guide a crane-mounted piling
extractor, or to pick up litter, then if someone complains about my
lack of licence I would just tell them to do the job themselves, go
home and never bother to help on that particular canal again.  It
hasn't happened yet.
