It seems to be linked; I saw it via the WW feed. The problem on the west K&A seems to be as bad as the one wrestled with at Oxford, where, IIRC, the LA did indeed end up paying for moorings. I agree, these aren't really travellers in any real sense, just a bunch of freeloaders trying to protect a low cost lifestyle. The Act was actually, AIUI, meant to protect the interest of a couple of ethnic groups, Roma and Irish travellers, not just anyone who fancied opting out of their social obligations.
