Went down to Walsall Town Arm today (by bus - the canal was iced over up 
at Longwood Junction this morning)
At the entrance to the arm there is a pontoon with a sign saying:

British Waterways
operational mooring
-> mooring symbol 24H  If vacant after 6 pm

Please interpret unambiguously!

There was a yellow sign at the town end of the pontoon: "Warning: Boom 
in operation" - if you go up as far as the entrance to the town basin 
you can see there is indeed a yellow boom across the entrance to the 
basin, which has more pontoon moorings, sadly inaccessible - but why? No 
explanation!
