A very standard politicians' 'holding' statement, holding out promises without actually promising, telling us what we already know and talking about it all over again, with the get-out clause that the government isn't going to spend money anyway. So, whatever the best situation for the waterways is, it will be subservient to what little the government will spend on it. Call me cynical, but I look on it as softening us up for the bad news.
