The problem with merging navigation authorities is it leaves all other 
navigation bodies such as the Broads, Middle Level,  etc. out on the 
cold. They are also suffering cuts and reduced maintenance. We need to 
start from the ground up building a national Inland Waterways navigation 
body. Cobling something together from the failed BW and EA organisations 
is unlikely to produce a viable long term solution to the maintenance 
and preservation of the UK's inland waterways.
