IIRC EA always used to claim an astonishing number of boats used their
waterways - several times the number registered on BW waters

I can't remember what the figures where though

We were always rather sceptical of EA's claimed figure - especially as at
the time it was often presented as a key justification for EA
taking over BW rather than t'other way round (this was a decade or more ago
when last the possibility of amalgamating the navigation functions of the
two organisations was being discussed by officialdom) and suspected it
included every dinghy, punt, canoe, skiff, launch, boat of any type that had
ever been registered on EA waters since the days of hollowed out logs! 

And before anyone points out that EA didn't exist in the days of hollowed
out logs, one assumes that EA gained records from the Thames Conservancy and
so on back to the days of the Isis River Management Committee (don't argue
with the chairman of the IRMC or you'll end up on the slab come next
Solstice!).

Mind you, back then the conditions of the LSC (Log safety Certificate) were
a lot easier to deal with than the modern BSC equivalent ...
