But it is a bit of un petit déjeuner d'un chien, isn't it?

(e.g.in Ireland, all cruising craft stayed in overnight will be
considered "residential" under the proposed bylaws)

Coincidentally, the UK government is considering setting up a new
navigation authority to take over (at least) the waterways currently
managede by BW and EA.  This body will need bylaws.  I do hope they
will be better than the proposed Irish ones.
