The problem with trying to give you information about hotel boats is 
that they keep moving about!

On my website you will find a list of boat operators, which includes 
hotel boats that operate (sometimes) in the Pennine area:

You would need to look at the web sites of these hotel boat operators to 
see whether any of them propose to travel on the Rochdale Canal in the 
near future. It is possible that the uncertainties about water supply 
may have put them off using the Rochdale Canal as a route.

Hotel boats are an excellent way of experiencing canals for those not 
able to man a boat themselves. However I should point out that they are 
comparatively expensive and, if you do find a hotel boat that will be 
travelling along the Rochdale Canal, you will only spend a limited 
amount of time in the Todmorden area, as the boat keeps moving.
