Daniel's workaround worked, but the bottom Gnome-panel would overlap
with the bottom portion of the window. Another possible workaround would
be to move either the top or the bottom panel to the different screen.
The window would now maximize just fine on either monitor. Having both
panels on the same screen is precisely the cause for this problem.
