Blacklisted architectures in Xenial blocking package migration

Bug description:
In Xenial there are update-notifier autopkgtest regressions blocking
update-manager migration.[1]
Logs say "Only running amd64,i386,s390x tests for release: xenial, you
have requested arm64".
I gathered this information on the internal ~ubuntu-qa channel:
In Xenial autopkgtests are only run for amd64, i386, s390x.
The problem is similar to what happened to ubuntu-advantage-tools a
while ago: https://autopkgtest.ubuntu.com/packages/ubuntu-advantage-
tools/xenial/arm64 and an exception was made for it to solve it.
