was made to britney to prevent tests from being with linux-meta-raspi as a
trigger. However, that doesn't prevent users (see
https://autopkgtest.ubuntu.com/packages/acpi-call/focal/arm64 for examples)
from requesting these tests and we should also do that if the tests will always
fail.
